Fix 2: Kill the Real-Time Background Hog
In Task Manager, click the CPU column to sort by usage. On HP laptops, common background hogs are MsMpEng.exe (Windows Defender — you can schedule scans to run at night instead), HPNetworkCommunicatorCom.exe, and SvcHost.exe running Windows Update. If a process consistently uses more than 10% CPU at idle, that's your slowdown. End the task to test, then decide whether to disable it permanently.
Fix 3: Update Chipset and Storage Drivers from HP Directly

Fix 6: Disable SysMain to Stop Constant Disk Activity
SysMain (formerly Superfetch) tries to pre-cache frequently used apps in RAM, but on HP laptops with nearly-full SSDs or HDDs, it causes constant disk thrashing that makes the laptop feel sluggish all the time. Press Win + R, type services.msc, scroll to SysMain, double-click it, set Startup type to Disabled, click Stop, then OK. Reboot and check if Task Manager shows lower disk usage.

Then run Disk Cleanup as Administrator — search "Disk Cleanup", select C:, click Clean up system files, check all boxes including Windows Update Cleanup. On HP laptops that haven't been cleaned in 6+ months, this can free 5–15 GB.
